Charges filed Monday against Clifton Dean 37 for voluntary manslaughter and carrying a concealed weapon in a fatal shooting near Ruidoso Downs that killed Joe Wilson. Dean arraigned before Magistrate Austin Pritchett with a preliminary hearing set for next Monday.

The State Board of Education approved a tentative 1971-72 operating budget of 22,525,000 with most funds from federal sources and a slight increase in state funds. About 20.6 million goes to school districts for free textbooks and federal program financing.
Senate leaders anticipate a veto override on a $44 billion education bill. Republican Hugh Scott warns he will vote against the President if his margin is needed. Democratic Mike Mansfield expects a two thirds majority to sustain the override. The bill would fund ESEA and other education programs, exceeding Nixon’s request by $453 million.
Linda Kasabian testifies she feared Charles Manson would kill her and her infant daughter after witnessing the Tate murders. She recalls visions while fleeing the Spahn ranch area and later during questioning at the trial, describing Charlie entering her head and endangering Tanya.
