U S Civil Rights Commission chairman John A Han nah cautioned that lessons from racial rioting may drive needed actions to restore order and address underlying causes. He warned against narrow responses that could deepen national division.
Treasury Secretary Fowler told the House Ways and Means Committee that rejecting the Johnson tax increase could open the door to a near 29 billion deficit, while enacting it might still leave 14 to 18 billion in red ink. Budget Director Schultze backed deep spending cuts to hold civilian costs below earlier estimates as inflation fears grow. An Air Force balloon test at Roswell was rescheduled after weather forced cancellation.

The group aims to enable Bureau of Reclamation engineering work and eventual congressional authorization and funding with contracts following.
An explosion in a coal mine near Mieres Spain killed 11 miners and left one seriously injured. Forty nine miners escaped unharmed as the blast occurred just after the morning shift began at a depth over 300 feet. Rescuers pulled out the injured worker and the dead after hours of digging.
Col. Chester L. Van Etten of the 4520th Combat Crew Training Wing bailed out from an F105 around noon and was rescued after the plane crashed on the W. R. McKnight Ranch about 16 miles north and 18 miles west of Roswell. A Cannon Air Force Base convoy moved to the scene and the pilot was taken to the ranch to be met by Cannon personnel.
FAA investigators examined a Mooney Mark 21 wreck in the Black Range near Truth or Consequences. Pilot Gene Nordbrock 35 and his wife Betty 39, both of Tucson, and cousin Ronnie Nordbrock unknown Neb., died as the single-engine plane en route from Dalhart to Tucson crashed during a storm. Autopsies ordered by the FAA.
