The Hunter and Firearm Safety Training program, started in 1964 and made mandatory in 1969 for first time hunters and those under 19, draws about 3000 Manitoba residents annually. Increasing interest includes homemakers, and many schools add it to outdoor education. Over 400 volunteer instructors run the program, which covers safe hunting practices in addition to firearm safety.
Sergeant Don Roy moved from Pinawa Manitoba to the Rossburn RCMP detachment where he notes RCMP transfers and longer postings. He recalls a checkered past in Montreal and describes the community as friendly while his family settles in detachment quarters with a dog and two cats. Their new dog incurred a barb wire mishap costing sixty dollars.
In Birtle, Manitoba, no new homes were built in 1988 while three mobile homes and two houses were moved in. Secretary-treasurer Archie Galatiuk cites weak local business as the main cause of the housing standstill. See Slowdown on page 2 for Rossburn details.
Precipitation from April to September brought closer to normal levels. Rossburn recorded 283 mm, 90 percent of normal, while Birtle saw 300 mm or 102 percent of normal. Altona was dry at 132 mm or 43 percent, Swan River was wet at 117 percent, and Pilot Mound had 112 mm in four months. June averaged 27 C and July 25 C.
