Housing Minister Gerry Ducharme announced Manitoba's rent increase guideline for 1991 at four per cent, up from last year. The guideline reflects rising property taxes and operating costs, but remains a guideline critics may challenge by writing to the Rent Regulation Bureau within a month of notice.
Public awareness campaign by MPIC and an enforcement drive by Winnipeg Brandon police and RCMP raised seat belt use from 65 percent in June to 73 percent provincewide. In Dauphin the rate rose 13 percent and Portage now 80 percent buckling up. About 3,000 tickets and warnings were issued during July 30 to August 12 enforcement.
Premier Gary Filmon adds Harold Gilleshammer and Darren Praznik to the Manitoba cabinet, keeping it at 18 after the retirements of Gerrie Hammond and Charlotte Oleson. Jim Downey becomes deputy premier, Clayton Manness gains house leader duties, and Bonnie Mitchelson takes on status of women. The throne speech session opens Oct. 11.
