Albany June 11 The first anti race track gambling bill passed the Senate 26 to 25 and the second bill followed the same vote. The measures amend the penal code and the Percy Gray law to ban gambling at and around race tracks with immediate effect upon the governor's approval. Foelker was ill but present for the vote. Cassidy and Wilcox opposed. a test on amendments tied 26 to 26. The Assembly had passed the bills previously. Foelker arrived with a physician after collapsing.
