Rain floods Rio Rancho streets on west side
From the Sept. 23, 1982 edition The Observer notes heavy rainfall damaged Lisbon and Tulip roads in Rio Rancho. A motorist was trapped in the Lisbon arroyo and rescued by volunteer firefighters as water reached door level. Cleanup credited to AMREP Southwest amid repeated washouts and frequent repairs.
