Former Rio Rancho teacher charged again in child material case
David Palmer Harper, 58, a former Ernest Stapleton Elementary music teacher, was arraigned on six counts of manufacturing child pornography and two counts of possession of child adult material. He previously faced charges in New Jersey and was jailed on a $50,000 cash bond with a separate no bond hold there. Investigators found six collage files and explicit images on his computers. No Rio Rancho students were found to have been victimized, and district officials note all staff undergo background checks.
