Ethics dispute over water rate gains and falsehood claims
The Observer published Hensley’s claim that water rate increases netted nearly $21 million for PNM, contractors, and the city, not ratepayers, prompting a counter from Mayor Hull who called the charges false. Hull defended allocations to water projects and noted a citizen complaint to Rio Rancho police. Hensley vowed to stand by his budget-based assertions as ethics officials weigh the matter.

Idalia Road segment opens after reconstruction completion
The final construction phase of the Idalia Road project ended with the removal of orange barrels and roadblocks, as the Camino Encantadas to NM 528 segment opens for afternoon traffic. Mayor Hull hailed the opening. The project added storm drains, bike lanes, curb and gutters, sidewalks, and a traffic signal at Idalia and Camino Encantadas. A $7.5 million contract to Franklin's Earthmoving Inc. funded by a federal grant of $6.4 million plus a $1.09 million city match from a 2008 bond supported the work.
