City plans land grab for high school and recreation center
Rio Rancho proposes redeveloping 300 acres south of Loma Colorado de Abajo to join with existing 160 acres for an educational, recreational and cultural complex. The plan centers on a new high school and a shared facilities concept with the school district, aiming to convert blighted land into a community asset. AMREP Southwest Inc. holds a large portion of the blight area as officials seek to secure land, funding and partnership.

Redevelopment plan area faces fragmented ownership
The Unit 13 Multiple Use Facility Redevelopment Area is privately owned with about 50 percent of land held by out-of state owners and 7.5 percent by New Mexico residents. The 410 lots include 242 property owners and Amrep parcels are noncontiguous, creating a checkerboard pattern that makes street, grading, and drainage improvements unfeasible for city construction or affordable for individual landowners.
