Rio Rancho councilors postponed a decision on a 28.5 million sewer plant replacement bonds to Sept. 23 while the Utilities Commission reviews the issue. They approved refinancing 2007 utility revenue bonds at a lower rate. Controversy arose after project costs rose from 13 million to 25 million. Some officials argued the new plant is needed under the water plan, others said replacement is unnecessary now.
