Kiss and Tomblin clash over unused state funds
Senate President Earl Ray Tomblin said he will not join Gov. Underwood in transferring a roughly 4 to 5 million dollar surplus from the Legislature to the governors contingency fund. House Speaker Bob Kiss transferred 1.2 million to the contingency fund and argues the money should be spent on water and sewer projects rather than kept as a surplus. Both leaders acknowledge the Legislature can retain unspent funds but differ on control and use, with Kiss aiming to allocate for local needs and Tomblin seeking to preserve the Senate surplus. The move could influence campaigns ahead of the November elections.

Regulators press AEP to study alternative power line route
Virginia State Corporation staff urge American Electric Power to study a longer costly route for a 765 kV line from Wyoming County West Virginia to Cloverdale near Roanoke. The change would delay completion to 2003-04 and reduce environmental impact while maintaining reliability. Both routes remain under consideration.
