Washington report shows teen births drop in every state with a 21 percent decline for Black girls from 1991 to 1996 and a 9 percent drop in West Virginia. Hispanic teens fall to 10.2 percent in 1996 while whites decline to 3.9 percent. Nearly 500,000 American teens give birth annually.
