Wisconsin law requires towns villages and cities along the trunk system to keep roads open during winter. If a locality fails the county highway commissioner must create a passable detour and bill the town or village as a special charge.
A gentleman defending an ice covered street surface in Toronto slipped and slid in a sitting position. He bumped into a crossing lady, sending them both down a slope into the square below. He apologized and said she must get off as he did not go any farther.
