Saigon reports the U S military withdrawal accelerates with only 23 days left before deadline. By midnight Monday troop strength narrowed to about 10 000, leaving the 1st Aviation Brigade and the 716th Military as the remaining helicopter units in South Vietnam.
Logistical teams describe the 60 day pullout as a drop in the bucket next to shipping home over 21 percent of a million tons of tanks trucks planes and guns since Nixon began winding down in 1969. The retrograde cargo includes millions in weapons and equipment transferred to South Vietnam and 21 Delong floating docks worth over 55 million that loomed at Cam Ranh Bay.
Secretary of State William R. Rogers told Congress the clash over a North Vietnamese boycott of the Joint Military Commission is nearing resolution. He said progress is expected soon despite reports that Hanoi will withhold meetings until more prisoners are released.
Eighteen prisoners will fly to the United States on Wednesday in Operation Homecoming. Twenty men will depart in each of four planes to Andrews Air Force Base in Washington Belleville Illinois Kelly Field San Antonio and Travis Air Force Base California. The flight reduces to 56 POWs and two West Germans remaining at Clark. Two Thai sergeants freed in Hanoi were flown to Bangkok and two Filipinos released early week were moved to Manila hospital.
Viet Cong asks Saigon to release one fourth of prisoners and push second phase of exchanges to finish this week. Col Dang Van Thu says 1,200 soldiers would be freed from the list Paris showed. Saigon must turn over about 7,000 prisoners. it has offered 3,000.
Pope Paul VI elevates 30 prelates to the College of Cardinals and reveals two in pectore appointees, Bishop Stepan Trochta of Litomerice and Bishop Julio Hossu of Cluj-Gherla. Among the new cardinals are three Americans archbishops Luis Aponte Martines Timothy Manning and Humberto Medeiros with Aponte the first Puerto Rican cardinal. This fourth consistory of his papacy widens age and national diversity in the church senate.
Rain ends this afternoon with clearing tonight and increasing cloudiness on Wednesday. Highs in the mid 50s to low 60s, lows in the 30s to 40s, southerly winds 10 to 30 mph. Thursday rain likely, 60 percent chance tomorrow. Also notes river levels, sunset and sunrise times, and snowpack concerns in the Sierra.
The bodies of Ambassador Cleo A. Noel Jr. and Deputy G. Curtis Moore, slain in Khartoum, were returned to the United States aboard an Air Force jet. A ceremony with an honor guard and a 19 gun salute accompanied the arrival at Andrews Air Force Base. Also aboard were the widows, the diplomats' children, and Sudanese Minister Abd al Rahman Abdulla.
At Wounded Knee South Dakota federal officials hope to reach peace terms with the into weeklong occupation. The militants demand assurances of Interior Department action on tribal reforms before they depart. A Justice Department official expressed mild optimism for a satisfactory agreement as mediators plan a noon meeting with federal officials.
Pearl S Buck, Nobel Prize in Literature and Pulitzer winner, dies at her Danby Vermont home at 80. Born June 26, 1892 in West Virginia and raised in China, she wrote The Good Earth and other works. funeral services will be private.
Sacramento AP reports Health and Welfare Agency sponsor emergency bill to push back the deadline for German measles tests for women applying for marriage licenses. Dr Earl Brian objects to beginning Wednesday as labs lack prep time. Hodges says county clerks can circumvent the law.
In Corning, Ronald Dee McElhaney and Harvey Keith Womack pled guilty in Superior Court to related rifle theft charges. McElhaney received 90 days jail, a $150 fine, and probation to 1977. Womack 15 days jail, a $100 fine, and probation to 1976. Probation was revoked for Leonard Touvell, with sentencing set for March 19.
Assessor Robert L. Risberg explains which homes qualify for the Homeowner's Property Tax Exemption and notes the April 15 filing deadline with no late filing. He highlights the $1,750 assessed value exemption increase and explains categories from single family residences to boats and trailers. Veterans may also qualify for an additional $750 exemption this year.
The Tehama County Taxpayers Association urges the board of supervisors to prioritize tax rate reduction using federal revenue sharing funds. Clark Glidden was elected chairman, succeeding the retiring Laoma Curtis, with Helen M. Hickman reelected treasurer. The association notes revenue sharing equals about 18 percent of the county’s $2,958,937 funds from the 1972-73 tax rate of $3, and projects this money or more for the next four years.
Tehama City Council will review applications to replace councilwoman Audrey Fox. The meeting at 8 p.m. on Wednesday in the Tehama Municipal building will include a zoning progress report by City Attorney Rawlins Coffman. A resolution to join the Tri County Planning Organization will be considered, with the group meeting in Willows the next evening.
