Ensign W. O. Billingsley of Mississippi was killed and Lieut. J. H. Towers seriously hurt when their hydro aeroplane capsized at 1600 feet five miles from Annapolis. Billingsley fell from the craft 400 feet above the water and his body was not found. Trent Bowers also perished with the machine. It marks the ninth government aviation fatality since 1908 and the first in the aviation corps.
