Sturgis testified before the money trust committee in Washington noting an estimated annual business of 196,000,000 shares, a third by brokers for their own accounts and 25 cent per share commissions on public business. Parcel post rules expand to nationwide service

The Associated Press reports Postmaster General Hitchcock announced new parcels post regulations to start January 1. The rules allow parcels up to eleven pounds and six feet in length to be mailed nationwide with carrier delivery where available. Rates start at 5 cents a pound within 50 miles, rising by zone. insured parcels cost 10 cents with up to $50 indemnity. Eggs limited to local delivery. several items banned.

Gov. Colquitt told the District Judges convention that delays stem largely from judge practice rather than procedure. He criticized codifications as a defect filled scrap book and warned the poor man is railroaded while the influential escape after appeals.
