The State Board of Health reports experiments show the stable fly does not transmit infantile paralysis. The insect had been suspected as a disease carrier.

The 850 million National treasury fund sent to banks in the South and West shows 21.8 million to the South and 24.7 million to fourteen Western states. Alex Sanger of Dallas named Treasury representative for Texas to pass on securities. Texas banks receive 2.5 million including Dallas Houston Fort Worth Galveston and San Antonio.
Washington August 27 Attempts to raise the proposed income tax on large incomes failed in the Senate. An amendment proposing 5 percent on incomes above 100000 was defeated 11 to 17 with ten Republicans siding with Democrats. Bristow Kansas planned a tougher 10 percent levy on all incomes over 100000 to be offered later.
In Sherbrooke on August 27, Harry K. Thaw and his lawyers faced a dramatic preliminary hearing as New York State resisted abandoning the writ of habeas corpus. Hector Verret argued against abandonment, the court declared an ex parte proceeding, and Canadian spectators wildly cheered Thaw and the British flag. The hearing extended past noon without a decision.
Five persons were killed instantly when a fast train struck their auto near Freeport Pennsylvania. J E Rowan his wife two children and his sister in law perished in the wreck. In a separate incident in San Antonio Mrs A B Spencer and three children with their chauffeur escaped serious harm after their auto was struck. the car was split in two but all survived with minor injuries.
In Jennings Louisiana a mob shot and killed Jim Com eaux a Black prisoner in his jail cell after he had beaten a white man unconscious. The incident occurred on August 27 as tensions rose in the town.
President Wilson articulates a policy of non interference toward Mexico stating that the United States will serve the Mexican people without seeking its own advantage. He emphasizes commitment to Mexico in a period of regional tension and questions about sovereignty.
President Wilson read his Congress message outlining strict border neutrality and no arms exports to either side while pledging strong protection for Americans in Mexico. He said Mexico’s condition offers no peace promise yet and warned against interference, urging moral force and continued friendly council. The address earned applause as Congress heard Huerta’s replies and Lind’s instructions.

Senator Sheppard of Texas will not press a resolution to recognize Carranza, deeming today’s message a practical acknowledgment of the constitutionalists' belligerency in Washington.
Washington authorities see possible concessions from the Huerta government as delay persists. Lind left Mexico City for Vera Cruz with plans for the American policy to be announced today, though unofficial dispatches suggest Huerta still desires further delay.
Deputy Sheriff Pat Gallagher and Night Policeman Tom Stover arrested 28 year old B L Thomas on theft charges after a mute boy named Jennings reported losing two grips en route from Dallas to Gainesville. Grips recovered near car chutes and elsewhere, valued over 50 dollars.
C Marvin Wood attempts a pioneering flight from New York to Washington in a bid to beat a passing train. The aviator seeks speed and records amid public interest in bold air travel feats.
Australian Antarctic explorer Dr. Douglas Mawson and five companions were rescued in the nick of time by a government steamer near Christchurch New Zealand Aug 27. They had lived on hearts and tongues of sea elephants after exhausting their food supply and were very weak.
Dr. W. B. Bizzell announced that legislature approved appropriations for the College of Industrial Arts. Work will start immediately on a new greenhouse, laboratory, lecture room, office and plant propagation room, with completion hoped by the fall term. Floriculture, agriculture and agronomy will be added to the curriculum.
Worth S. Ray announces he will not run for Comptroller and will support W. P. Lane for Governor. He vows faithful campaign work and notes White remains as Lane’s successor candidate, implying limited opposition and a lean campaign setup.
Fort Worth officials announce via City Commission order that all pool halls must close at 9 30 p m on weeknights and stay closed all day Sunday, affecting nightlife venues in the city.
