President Roosevelt spoke in Hartford pledging federal aid for flood control and noting Connecticut’s improvement since 1932. He stated he sought flood cooperation across states and that city employment in Hartford had risen about 45 percent this year.
Major General William E. Cole, commander of the Fifth Corps Area, surveyed CCC Camps Bluestone at Hinton and Price in Hillsboro. He praised Camp Raleigh at Shady Spring, commended mess records, and urged enrollees to work hard and feel at home. Accompanying officers included Colonel W. H Waldron, Captain John T. Smooty, and aides.
An Associated Press report says Charles Alberts 38 former Bedford Va foreman on the 16 million flood dam project is charged with first degree murder for allegedly tossing a lit match onto gasoline soaked clothing of William Bryan 19 a former Grafton High football star who died February 1 1936 after burns. Charles Cox 38 a material witness is jailed. Bryan's parents pressed for investigation urging accountability.
Brooklyn police arrest Moris Wire, 27, after Julius Gnies, 57, is found dead in his shanty with a crushed head. An axe lies beneath the house, and Wire had stayed with the victim days before the killing. Investigators, led by Sergeant Rowe, pursue motive as officials file reports.
Judge H M Kilgore sentences a negro to one year and a day in the state prison for grand larceny and reserves judgment on two more felonies as a criminal court docket for November 9 trial term is prepared. Carl Lester admits operating a moonshine still. James Willard Craft, 13, of North Fayette street, was in critical condition at Raleigh General Hospital at noon after a bicycle fall on First avenue this morning. He suffered brain concussion, possible skull fracture and head and arm abrasions when the front wheel hit a street hole. His father J E Craft, president general manager of Consolidated Bus Lines, said the wheel caught in a hole.

Charles Greer Jr four months old of Glen Rogers died today at a local hospital from diarrhea. His father a miner and mother survive.
Pittsburgh safety experts presented to the American Institute of Mining and Metallurgical Engineers to promote mine accident prevention. M. J. Ankeny of the U S Bureau of Mines said an accident-prevention course for miners is being prepared. He stressed a definite plan with management support and worker cooperation to overcome natural resistance and ensure proper safeguarding of people and property.
Cyrus Hudson Meador retired banker and former mayor of Beckley died at his Woodlawn home at 11 a.m. after a six year illness. He was 58 and had resigned as Beckley National Bank cashier in 1981. He previously served as mayor from 1930 to 1931 and was active in the Baptist church and Beni Kedem Shrine. Surviving are his widow Eva Darlington Meador and three children. Funeral set for 2:30 p.m. Saturday at his home with burial in Sunset Memorial Park.
A man pawned his car for $1 at an oil station then left briefly to shop and returned to redeem it. Bob Lewis of Appalachian Power thought the Indiana car driver resembled a recently pictured escaped prisoner and alerted Beckley state police as the man headed toward Beckley.
Wellington prison department annual report shows a drop of 370 inmates in 1935 36 and a 34 percent decrease since 1931. The daily average in custody stands at 1212, the lowest in years.
An agreement establishing air service between Warsaw and Athens has been signed by Greece and Poland. Plans include extending the route to Palestine. The trip between the two capitals is expected to take eight hours.

Paul Elkins aged 18 was released by a judge in Kilgore as trials were being set and returned to the jail handcuffed to an indicted man. His sister-in-law was freed an hour and a half later while Woodrow, 23, remained jailed to face charges of stealing $28 at Lester. Paul pleaded to stay with his wife in the jail during the trial.
A boiler explosion at a sawmill on the Holly river near Marpleton killed Arnett Bickle 22 of near Marpleton and seriously burned two other mill employees. Letcher Cunningham of Marpleton operated the mill. Monty Brown 20 and Bus Lake 21 were injured and treated locally.
U S Senator M M Neely reports spending 2309.26 and receiving 1650 in pre election campaign funds. Major costs were travel. Contributors include Democratic senator committee 1000 and state chairman 200. Hugh Ike Shott reports 2500 gift from RNC and 1880.10 in advertising and travel expenses.
Willard Adkins, 20, of Hinton, said he gave a bad check to get out of jail on a drunkenness charge. He received temporary release but could not pay. The check for $11.44 led to his re-arrest for writing the bad check.
Robert Boone a 48 year old Killarney Negro miner was admitted to Raleigh General Hospital with a fractured pelvis after a state fall. An attache reported the condition as satisfactory.
Insurgents push at Madrid's defenses as government troops retreat behind barbed wire near Naval Carnero thirteen miles from the capital. Fascist air bombardment and armored advances threaten Madrid while Germany and Italy warn they may act if the Soviet Union violates an isolation pact.
West Virginia University President C. Boucher announced a university committee on industrial education and research to assist state industries and organizations in gathering information and basic research. Members include Prof. C. E. Lawall, Dr. F. E. Clark, Dr. R. C. Colwell, Dr. R. P. Davis, Dr. F. D. Fromme, W. W. Hodge, and Dr. Paul Price.
State police investigated the Pemberton drug store robbery after thieves broke through a window last night and stole several watches pencils and similar articles. The robbery was discovered by employees this morning.
Washington officials proposed creating a unified Treasury Agency Service by merging the Secret Service, Customs Service, and the enforcement division of the Alcohol Tax Unit.
