Social Security Provisions in Congress Welfare Bill

Major provisions of the compromise welfare bill approved by Congress include a guaranteed annual income of 130 dollars a month for individuals and 195 for couples for 3 million aged and disabled. Widows could receive 100 percent of their husbands entitlements. Medicare expands to under 65. Payroll tax rises from 5.2 to 5.85 percent on earnings up to 10 800 in 1973 and up to 12 000 in 1974.

Police Beat One Jailed and Five Freed On Bond

A Raleigh County man was jailed on a capias warrant at 11:15 a.m. and released on his own recognizance by Circuit Court Judge C Berkley Lilly. Alphonso and Bertha Russell of Raleigh posted bond and were freed after being jailed for breaking and entering Lula Belle Cook’s Raleigh home between Sept 30 and Oct 8. Martha Ellen Bishop of Midway was jailed on child neglect and intoxication charges and released after posting bond. A Raleigh girl was jailed on a shoplifting charge and released by an Intermediate Court judge. Beckley police cited two for traffic violations, Robert N Williams for improper registration and Nathaniel C Sweatte for a red light violation. both are ordered to municipal court Oct 23.

Dead On Arrival And Other Beckley Police Reports

A Beckley man was reported dead on arrival at Beckley Appalachian Regional Hospital after rescue crews found him at 4 55 am. Mack Thompson 50 of 107 Valley View Dr was said to be having difficulty breathing and died on arrival at 5 30 am. James Wooten 64 of 111 Edwards St was listed in poor condition after a Tuesday call at 2 28 pm. Hazel Fulford 420 N Vance Dr required aid after a fall at 12 31 pm. Three traffic incidents Tuesday and Monday caused minor injuries to passengers. Bobby Joy Dickens 27 of Arnett was charged with following too closely after a rear collision on Valley Drive. Francis Dale Fox 133 of Sophia stopped in the northbound lane and was hit from behind. Damages were $150 to Fox’s car and $500 to Dickens’s. Betty McGee 17 of Glen Morgan was injured when her car overturned on Sec 241 in Daniels at 7 30 pm with $400 vehicle damage. she was not hospitalized. Edmond Lee Sweeney 25 of 107 Christian Rd was charged with failing to control after a crash on Sec 198 Beckley. his wagon was struck by a truck driven by Darrell Lovejoy 44 of Stamford. damages $500 to the truck and $300 to Sweeney’s vehicle.

San Francisco State Plans Hirohito Honorary Degree

Emperor Hirohito may receive the first honorary degree from San Francisco State University after a proposal by President S I Hayakawa. Firefighters were called at 1 45 am to aid a man found unresponsive on Northwestern Ave, later identified as Hayakawa, who asked the faculty to approve Hirohito’s nomination. He was revived with oxygen and treated at Regional Hospital Beckley Appalachian State College was granted regional university status this year, enabling it to award honorary degrees.

Rockefeller Eyes Southern WV Counties Campaign

Democratic nominee John D. Rockefeller IV plans final campaigning in coalfields of southern West Virginia to mobilize a large vote. He argues strip mining harms deep mining and criticizes Gov. Moore unveils turnpike upgrades and Marshall medical center

Gov Arch A Moore Jr announced plans to upgrade 25 miles of the West Virginia Turnpike to interstate standards and to establish a Marshall University Medical School with 50 000 from the state Board of Regents. California Bridge Collapse Kills Six Workers at Arroyo Seco

A four lane freeway bridge over Arroyo Seco collapsed during wet concrete pouring near the Rose Bowl, killing six men and injuring twenty one, as 350 workers tackled the rubble with torches and falsework failures blamed for the disaster. The $8.9 million Foothill Freeway project between Glendale and Pasadena is under federal investigation led by the Federal Highway Administration.

Congress Narrowly Heads Off Delegation Clash

Congress narrowly avoided a House clash over delegating a constitutional prerogative to the President. The Social Security bill would raise the maximum payroll tax from 468 to 631.80 on January 1 and to 702 on January 1, 1974, for incomes over 12,000. It expands benefits, boosts widow payments, allows more earnings for retirees, extends Medicare to some disabled, and creates a $130 monthly single or $195 couple minimum welfare income.

Green project screens at Park Junior High auditorium
