In a historic off year results, Democrats scored a peak since 1934 with gains in Senate and steady House control. Nixon trailed Brown in California as Romney, Rockefeller, and Scranton won governorships. Kennedy surged in Massachusetts to win the Senate. The outcome reshapes 1964 prospects and regional power balances.
In Raleigh County, C. 0. Smitty Smith Jr. retains the county clerk post after an unofficial 10,934 to 10,044 win over Democrat Everett R. Shafer. His Republican running mate lost by a similar margin. Minor L. Scott trailed for county court, while Burdiss won the post with 10,705 votes to 9,763 for Scott. Turnout was not unusually heavy, with unofficial total turnout for the county showing strong engagement in the House race and statewide contests.
Gov. Edmund G. Brown declared victory in a bitter California gubernatorial contest, claiming re election as Richard M. Nixon conceded after early results. Brown led with about 1.63 million votes to Nixon's 1.37 million as returns from 20,977 of 31,820 precincts were tallied.
In Charleston West Virginia UPI reports a voter landslide rejecting liquor by the drink and four other amendments. The loss signals a likely dry trend and a decade-long end to attempts to liberalize the state store system. The Executive Budget Amendment failed, leaving the long contested Board of Public Works framework intact. Local leaders vow stricter enforcement on illegal outlets.
UPI reports West Virginia congressman Arch A. Moore Jr won a decisive 94,305 to 64,572 victory over Cleveland M. Bailey in the 1st District. Moore’s win, aided by 8 of 13 counties, signals potential gubernatorial bid for 1964 while Bailey conceded within 32 hours. Bailey drew support from Kennedy administration backers and organized labor, as incumbents Staggers Slack Hechler Kee won reelection.
West Virginia Democrats hold four of five House seats as Arch A. Moore Jr. defeats veteran Cleveland Bailey in the 1st District. Harley Staggers John Slack Ken Hechler and Elizabeth Kee win re election. Voters also approve liquor by the drink repeal and other amendments. Caplan wins partial term on State Supreme Court. GOP gains two State Senate seats in West Virginia elections leaving the chamber 23 to 9 in favor of Democrats for the 1963 and 1964 sessions. Winners include Chester R. Hubbard in the 1st District and W. K. Knapp in the 4th, with several incumbents unopposed and new seats filled by Republicans Jack L. Miller and J. Kenton Lambert.

About 605000 voters participated, roughly 50000 more than expected.
Federal authorities dropped mail fraud charges against six Lansing, Fayette County housewives who allegedly defrauded firms by claiming cash refunds. U.S. Attorney Harry G. Camper said justice would not be served by further prosecution after they were released on bond. They faced counts of mail fraud and using fictitious names in a scheme to obtain refunds from companies with money back offers.
Eastern Airlines said it temporarily grounded three pilots after a flight engineer secretly photographed them during flights. One image shows a pilot reading a newspaper in flight while another captures a stewardess on a pilot's lap. Grounding ranges ten days to two weeks with up to $800 in lost pay.
Thieves cracked the Huntington United Fund offices safe Tuesday evening and stole about $5,000 in cash. Officials said the break in occurred between 5:30 and 8:30 pm, with police calling it a professional job after destroying the safe’s combination lock.
Washington UPS reports the 88th Congress will include five Black lawmakers, a post-reconstruction record. Four incumbents won reelection, joined by Augustus F. Hawkins in California’s new 21st district. Incumbents Powell Diggs Dawson Nix, all Democrats, won easy reelections against Black Republican opponents in heavily Black districts.
Woodrow Wilson and Sophia High School students donate their election day holiday to the Centennial. They collected $21.65 at Main and Neville Streets booths Tuesday, with the total now $951.97. Elks Lodge No. 1452 of Beckley backs the drive with volunteers through Thursday. Order of Eastern Star Chapter 71 members also helping.
