Mayor John W. Smith said a city income tax or a $10 license fee could be discussed at tonight's city council meeting. A fire fee proposal aims to fund firefighting improvements and salaries. Public opinion surveys show broad interest but limited willingness to act.
The Treasury Department, with White House approval, halted plans to mint 45 million new silver dollars citing coin speculator risk. President Johnson had ordered the minting, but lawmakers urged caution and few coins would stay in public circulation, officials say.
Senate voted 70 to 30 to end its five week debate on a voting rights bill. The rare cloture action signals likely passage before Memorial Day weekend. Civil rights aim is to strike literacy tests and allow federal examiners to aid Negro registration and voting in the South.
Senator Robert Byrd of West Virginia said he will vote against cloture on the Voting Rights Bill. He argued unlimited debate protects constitutional government and helps expose flaws in hastily written legislation. Byrd said he has never voted to end debate and would do so only in extreme national security cases.
In Wiesbaden Germany members of the Wiesbaden and Mainz pigeon breeders clubs released 4700 homing pigeons last Saturday to showcase their ability. Only 50 pigeons returned prompting officials to question what happened to the rest, with a spokesman noting members are worried sick.

Santo Domingo nears normalcy under a mixed OAS peace force dominated by Americans. Bars reopen as a 23,000 strong U.S. contingent operates under Brazilian Maj. Gen. Hugo Panasco Alves and Lt. Gen. Bruce Palmer Jr. while mediators seek a permanent settlement.
At Cape Kennedy, the Saturn I rocket lifted off at 3:35 a.m. EDT, its Pegasus meteoroid detection satellite deploying 96 foot wings after reaching orbit. Pegasus will study debris hazards to Apollo moonships, orbiting every 97 minutes at 316 to 466 miles high for at least three years.
A spring snowstorm swept the western plateau with six inches at Flagstaff Arizona and extended north into South Dakota Minnesota and Wisconsin. Thunderstorms and rain followed a tornado siege across the Plains as Topeka Kansas logged over an inch of rain in three hours. A tornado damaged Canby Minnesota shattering plate glass and injuring two, with additional tornado reports in South Dakota Minnesota Iowa Nebraska and Wisconsin.
The Soviet Union launched its 67th unmanned Cosmos satellite today to gather space data for future manned flights. Tass said the mission continued the Cosmos program as first launched on March 16, 1962.
In La Paz a cease-fire concluded Monday night restored uneasy calm early today but risks persist over the fight for tin mines. About 50 people killed and many wounded in battles between regular troops and armed union militia who have declared civil war on Lt. Gen. Rene Barrientos' junta government.
Baltimore SUN papers see scuffles as craft union members return to work ending a 39 day strike. The American Newspaper Guild arrests its chief negotiator Harris Monroe and three others on disorderly conduct charges during attempts to cross picket lines.
Charleston based report states the State Road Commission received apparent low bids totaling 2.76 million for 26 highway projects including the first four percent miles of a planned Highland Scenic Highway in Pocahontas County. Bid details list bidders and project locations across Berkeley, Calhoun, Fayette, Hampshire, Jackson, Marion, and other counties.
President Johnson ordered the FBI to assess Communist involvement in the Dominican revolt. An on site team was reported sent to the Dominican Republic to examine Communist influence while White House officials noted FBI and CIA coordination. Officials warned no further comment pending FBI briefing.
A visiting small town judge in Dallas set a hearing the week of June 7 to determine if Trial Judge Joe B. Brown should be disqualified from presiding over Jack Ruby’s sanity trial. If Brown is disqualified, a July sanity trial for Ruby is likely.
Deputy Fire Marshal C. L. Walker labeled the Duncan-Catron Motor Co Inc and apartments fire accidental. Investigators found the blaze started on the first floor near a trash can by a couch possibly sparked by an emptied ashtray or cigarette. A newspaper carrier spotted the fire early, and upstairs residents lost clothing and belongings.
The body of Richard L. Davis, 39, of Jacksonville, was found in a wrecked car on Interstate 95 after he was bitten in the foot. A bloody pad beside him read rattlesnake bite. Police said a note in his wallet indicated he stopped for a noise in the car and sought a hospital before losing consciousness. The crash occurred when his vehicle struck a concrete post. Two puncture marks on the foot were noted as possible fang marks.
HUAC hearings began in Chicago under heavy police protection after a court attempt to block the probe. Two witnesses received police protection while 200 officers guarded the old U.S. Court of Appeals Building on Lakeshore Drive to deter mass protests. Pickets gathered outside with signs accusing HUAC and the KKK of a witch hunt and demanding an end to HUAC.
West Virginia plans to bid for the 280 million National Accelerator Laboratory as the Atomic Energy Commission seeks a 3,000 acre site with 200,000 kilowatts of power and water, near housing and an airport. Potential locations include Eleanor in Putnam County along the Kanawha River or the Ohio River between Huntington and Parkersburg. Final site selection is after June 15 bids, with NSF reviews and a year for a final decision.
State Treasurer John Kelly must appear before the State Supreme Court on June 15 to justify why he should not disclose records of state bank deposits. The Charleston Daily Mail sought mandamus to compel public access, arguing the records are public matter and reportable. Kelly contends they are not public.
In Robbins Tennessee a rescue squad found one body deep in a Brimstone Mountains coal mine shaft where five miners were trapped after Monday’s explosion. Four miners remain missing as rescuers, including S. M. Sampson and J. M. Sisson, battle heat and deadly fumes with a giant ventilation fan. Relatives and spectators watched as the 3,000 foot deep search continued into the night amid 500 onlookers.
In Lincoln Alabama a car stalled on a dirt road crossing was pushed to safety by four children who fled after hearing a train whistle. The freight train struck the vehicle at about 50 mph three miles west of Lincoln, propelling it over 1,300 feet. Police pried the car from the engine. five people were killed including Clindon Grace 33 his wife and three children.
Five children four brothers and a sister were found strangled at their Springfield home. The 26 year old mother was taken into custody by Deputy Police Chief Edward Cullen who said no charge was filed immediately. The children were identified as Eric LeMond age 6 and brothers Howard age 5, Craig age 2, Norman age 1, and Debbie age 4.
