Kennedy seeks five year program to curb juvenile delinquency

President Kennedy urged Congress to approve a five year federal program to fight rising juvenile delinquency. He warned up to four million children may face courts in the next decade and ordered creation of a committee on juvenile delinquency headed by Attorney General Kennedy with David L. Hackett as executive director. The plan funds demonstration projects training and technical assistance to prevent and control youth offenses.

Laos cease fire verified signals quick start of talks

Western officials report the International Control Commission has verified the Laos cease fire. Word from Vientiane indicates the conference on Laos will begin on Friday as scheduled, with Geneva and UPI sources noting progress amid the jungle conflict.

Laotian aide assassinated in Vientiane

Maj. Chao Ekarat, a Laotian prince and nephew of Souvanna Phouma, was killed early today while driving in downtown Vientiane. Unconfirmed reports suggest the Pathet Lao staged the assassination as Laos government delays naming a Geneva delegation pending IC C verification of a cease fire.

Chinese Agree On Laos But Set Own Rules

Chinese Foreign Minister Chen Yi said Beijing backs a unified independent Laos and urged all participants to respect Laos sovereignty and avoid internal interference. He labeled the Laos conference an enlarged Geneva meeting and hinted it extends the 1954 Indochina talks, while U S deliberations on talks with the Communists continued with Secretary Rusk closely monitoring White House guidance.

Churchill Wins First Companion of Literature Honor

In London, Sir Winston Churchill, age 86, is named Britain's first Companion of Literature by the Royal Society of Literature, joining four other elderly authors chosen for the inaugural living order. Only Somerset Maugham and John Masefield attended in person. Churchill sent his representative daughter.

Liquor Profits Down Blames Shawkey

Charleston West Virginia state Liquor Commissioner Clarence C. Elmore blames a cash and stock shortfall on deposits to general revenue and veterans funds over four years. He notes predecessor Morris C. Shawkey deposited about 3 million more than whisky sales netted. Profits dropped to 4.5 million with cash from 2.18 million at end of 1957 to 531431 last June 30. Inventory fell to about 48 000 cases from 55 000 to 65 000. He says efforts to economize are underway including payroll cuts.

Fire Hits Raleigh Cleaners and Laundry Again

A second blaze at Raleigh Cleaners and Laundry at 205 Cedar Street caused about 500 dollars in damage Wednesday night. Firemen arrived at 9 45 PM and had the fire under control quickly. The April 6 fire destroyed the garage and three trucks, with damages listed at 3 500 dollars. Owner R B Armentrout arrived after firefighters. A department spokesman said the Wednesday fire burned for 10 to 15 minutes before detection, with a 15 foot strip of the right side of the building in flames.

Nun Saint Bertilla Boscardin Canonized by Pope John XXIII

Pope John XXIII canonized Sister Bertilla Boscardin, an Italian nurse who served during World War I, in St Peter's Basilica. The ceremony drew the Pope, 27 cardinals, pilgrims, and an Italian Milwaukee resident who credits the nun with saving her life in 1952 after poisoning. Sister Bertilla, who died in 1922 at 34, was beatified in 1952 and praised for humility and heroic virtue.

Man Recognizes Self in Auschwitz Boy Film

New York UPI reports Marc Berkowitz, 29, watches a documentary clip showing a starving Auschwitz boy and instantly identifies himself at age 12. He recalls his escape from Czechoslovakia to Poland, the execution of relatives, and surviving in a Jewish ghetto as he vows to prevent a repeat of the horrors.

Oak Hill Sues Merchant Over City Tax

Oak Hill filed the first of several civil suits in Fayette County Circuit Court against Ferris Aide for nonpayment of the city gross sales tax enacted last November. The city seeks $313.17 including a 25 percent delinquency penalty and asks that Aide be enjoined from business until compliant. Aide operates Aide's Nu-Way Store Nu-Way Annex and Aide's Shoe Store. Returns show liabilities across three quarters plus a wholesale tax. The suit targets Aide as a holdout merchant and notes council rates differ from a merchant association plan. The outcome may lead to further tax adjustments for more revenue.

Education Aid Bill Approved by Senate Labor Committee

A modified Kennedy aid to education bill, worth 2.55 billion dollars, won approval from the Senate Labor Committee. Contract rules out airport drag strip

Tom Troitino and Troitino Bros Inc file counterclaims for 50 000 each in Raleigh County Circuit Clerk. Experts Probe Cause Of Crash That Killed 78

In Algiers a French airliner crashed in the Sahara killing 78 aboard including five members of an American diplomat’s family. French experts opened a sabotage inquiry as authorities sought a definite cause noting the plane did not fall from a great height and appeared to burst into flames on impact. Police and aviation specialists arrived with the wreckage site analyzed for clues.
