Gambling Stamp Unconstitutional in Federal Ruling
U S District Judge George A Welsh declared the $50 gambling tax stamp requirement unconstitutional, ruling Congress used a police measure as a tax. The decision dismissed the suit by gambler Joseph Kahriger, halted as it challenged the act's constitutionality. The ruling marks the first court ruling on the tax's legality, effective Nov 1, 1951.
