Home Rule and Rent Decontrol Proposals in Congress
The legislation outlines a process for removing rent controls by states or localities. Local governments can seek decontrol by resolution, with gubernatorial approval ending controls. The rent administrator must fix rents to ensure landlords a fair net income. Evictions would be managed by restoring old OPA powers to prevent mass evictions, and landlords can be sued for triple charges above ceilings. Tenants gain the right to sue.
