NASA asks Congress for 15 million dollars to build a giant radio antenna at Goldstone California to receive live TV from the moon. Director Buckley says the dish would be as tall as the Capitol and needed for lunar and planetary missions after 1965 including potential TV from Mars and Venus missions.

A fierce storm battered the Atlantic seaboard from Florida to New York, tearing a tank er in half and trapping vessels, with three ships reported in trouble and a fifth vessel feared sunk with three aboard. Damage neared $100 million as tides churned beaches into quagmires and forced thousands inland. The erratic storm was expected to persist with more punishment forecast for today.
Mr and Mrs Charles B Huffman formerly of Beckley are residents of Chinco Teague Island off Virginia, evacuated by the Coast Guard on Wednesday. Sister Mrs Robert Milam in Beckley says Huffman moved there about 1956 and runs a fishing dock. No word on their safety. Huffman and wife live with six sons on the island.
Across the nation storms since Tuesday left more than 40 dead or missing and caused preliminary damage estimates to exceed 100 million dollars. Officials in New Jersey Virginia and Maryland reported multi million losses while floodwaters hinder full assessment. Red Cross shelters housing 5350 people and thousands evacuated marked a large rescue effort as coastal towns faced wrecked property and medical supply needs.
Nearly 1,000 protesters paraded around Madison Square Garden as 18,000 attendees at a Young Americans for Freedom rally heard Sen Barry Goldwater declare conservatism the wave of the future. Hubert Humphrey condemned extremism, police stood by, and the crowd booed opposing views while balloons lit the arena.
The 31st annual conference of West Virginia music educators will be held in Charleston March 22 to 24 with Gov. W. W. Barron delivering an afternoon speech on March 23. In Dover Delaware UPIs report John A Waters 41 described how his wife Virginia 37 blind mother Mamie Whittington 57 and eight children faced a flood from the Delaware Bay. The car was swamped and rescue workers saved two passengers while four bodies lay inside the vehicle and a fifth nearby Eugene 7 remained missing presumed drowned. The family received Red Cross shelter and early medical treatment.
Charleston UPI reports a legislative advisory committee selected Mercer County for a one year pilot program of compulsory vocational training for 16 and 17 year old male high school dropouts. Mercer was among 14 counties, chosen from factors including dropout rate and local unemployment. State School Supt Rex M Smith and Mercer County school superintendent presented dropout data. Pendleton had 34 dropouts, Raleigh 634.

Pay television experiment upheld by DC Circuit Court. Local crime and state briefs note various judicial and infrastructure items.
NEW YORK UPI President Kennedy headed the annual list of the ten best dressed men in the nation as chosen by the Custom Tailors Guild of America. Other honorees included Cary Grant, Johnny Mathis, Enoch Light, Jack Benny, Robert Goulet, George Romney, Bob Newhart, Richard Daley, and Morris Lapidus. Benny praised as a model of youthful maturity with the right clothes.
Cape Canaveral reports a Minuteman operational flight today as an Instant ICBM cruises an ocean-spanning trajectory, marking the third space success for the United States in 24 hours.
Air Force launched a top secret satellite at Point Arguello California using an Atlas Agena B booster. Officials would not confirm if the mission was part of the Midas or Samos sky spy program. The craft is described as carrying classified components and may serve to detect missile launches or spy on Russia from polar orbits.

The project total runs near 1 million including a new road. West Virginia Legislature has appropriated 100000 for the center.
Sailor Frank Moncreif of Norfolk re-enlisted in the Navy in a unique ceremony in El Cento California. He bailed from a plane at 6,000 feet and 120 mph with Chief Warrant Officer Lewis T. Vinson. They free fell together over the Southern California desert before official papers were signed on landing.
CHARLESTON UPI States income tax receipts for 1961 are seen meeting expectations and possibly rising. State Income Tax Division Director Clifford G. Lantz said last quarter withholding plus other estimates bring the tentative total to 15,763,104 dollars, not including interest penalties or returns due by April 16. Refund claims may offset part of the final figure, but officials believe final revenue will reach respectable levels.
