Four-Point Scout Expansion Plan Proposed
A four-fold expansion program for the Appalachian Council of Boy Scouts of America seeks approval at the first annual meeting and banquet of the new tri-county group on June 27 at Black Knight Country Club Gav. Clarence W. Meadows will present the charter with Skystation and BM White from Cincinnati. The plan aims to quantify potential Cubs Scouts and leaders in Raleigh Summers and Wyoming Counties and outline recruitment and retention methods plus financials. A membership study led by James B. Deck will use school records to map numbers and locations and identify pathways to involve existing institutions. Council executive FL Walker notes Scouting works through churches civic and patriotic groups. The expansion calls for one adult leader for every four youth members and established committees headed by Joe L. Saith Jr to handle administration. W I Reavers chairs outdoor program development including site selection and improvements for Camp Wilderness and overnight camp sites. Financial planning is delegated to a Montreal committee under C W Conner. The plan envisions adding executives to support Walker and Guy Amato, the current field executive. Early year counts show 599 Cubs and Scouts in 29 troops and packs, rising to 157 Scouts and 187 Cubs by May end, with June additions. Summers County has 243 twelve-year-olds with 39 Scouts and mo Cubs. Piney River District shows 657 twelve-year-olds.
