Washington UPI Sen Robert Byrd D WV received the Metropolitan Police Association Award of Merit for his outstanding contributions to law enforcement in the District of Columbia. Byrd, chair of the Senate district appropriations subcommittee, praised officers and noted a 3 percent drop in crime last month due to more personnel and canine units and improved beat patrol radio use.
