Submerged Lands Boundaries Split Gulf States in Oil Case
The Supreme Court upholds 1953 Submerged Lands Act giving states historic seaward limits. Florida and Texas win three-mile bounds. Louisiana faces loss of many oil wells outside that line. Interior Department holds escrow of 308 million. Dispute centers on where to draw the line and possible zigzag boundaries offshore. Justice Black dissents, urging a nationwide settlement as Congress may not favor giving marginal lands to only Texas and Florida.
