Vice President Nixon faced hecklers in Novosibirsk as he toured the Siberian branch of the USSR Academy of Sciences and a hydroelectric plant. He defended U.S. foreign policy, noting discussions with Khrushchev on disarmament and bases, while acknowledging political differences.
In a tense exchange, a Heckler challenges Nixon about U S and Soviet forces in East Germany Poland and Hungary. The workman insists there are no Soviet troops while Nixon notes Western troops exist and urges workers to examine all sides of foreign policy.

A. Ed DeGregory of Prosperity was released from Raleigh County Jail after three bad check warrants were withdrawn at a hearing before Magistrate Cotton White. He had been jailed at 3:30 p.m. Tuesday after the checks were paid. Curtis P. Cook of Rock View faced a $50 fine and 24 hours in jail for driving while drunk at a hearing before Magistrate White, jailed at 10:30 p.m. Tuesday. A Prosperity youth was jailed at 7:01 p.m. Tuesday on a runaway charge. Jimhazel Milam of Helen posted a $20 bond after a Beckley Police Court citation for speeding at 11:25 p.m. Tuesday.
President Eisenhower told reporters that Vice President Nixon was warmly received in the Soviet Union, indicating friendly Russian sentiment toward Americans. He noted Nixon may discuss with Khrushchev a possible visit but cannot invite outright, and praised Nixon’s conduct during Soviet travels.
WELCH AP Louis Broyles a 48 year old Negro coal miner of Gary was sentenced to life imprisonment today for the polistal slaying of a neighbor woman Mrs Lena Mae Younger Broyles was convicted of first degree murder late last night at a night session of McDowell County Criminal Court The jury recommended mercy.
London AP reports a BBC safety test in which three Britons including a 21 year old secretary completed a driving course faster after consuming whisky. The sober times ranged from 43.5 to 45.5 seconds, while post drink times dropped to 38 to 42 seconds. Prof Robert Drew notes the experiment was rushed and drivers were aware of the test, reducing its reliability.
Hawaii voters elected Republican William F. Quinn as governor in a tight contest over Democrat John A. Burns with 82,514 to 80,083. Quinn’s running mate James K. Kealoha won the lieutenant governorship as Democrats claimed two of three congressional seats. Fong and Inouye will be first Chinese and Japanese ancestry members in Congress. Long and Tsukiyama split a Senate race.
Harold Spense, visiting his aunt in Louisville, spotted the license of a bandit car after a $6,000 savings and loan robbery. His quick action led to the arrest of two suspects within seven minutes. The report also notes union endorsements and political results in Hawaii and Alaska, with Hawaii voting a record turnout and uncertain term lengths for its two senators.
NEW YORK AP The Steelworkers Union cites a report of record profits by U S Steel Corp to label the industry as overinflated and says the price line stance harms workers. A mediator reports no shift in the nationwide steel strike after 115 days as an aluminum strike threat is delayed. U S Steel notes profits reflect prior buying and insists prices stay unchanged unless forced to settle.

James Walter Herbert aged 56 of 202 Park Street was found dead on a bathroom floor in his apartment by landlady Mrs. David Rahal. County coroner Dr. S A Ford and city police investigated, attributing the death to a heart attack around 11 30 p m Tuesday. Herbert recently moved from Johnson City Tennessee and worked at Ammar Brothers Department Store on Neville Street. He had complained of feeling unwell earlier Tuesday and reportedly suffered a heart attack in 1942. The body remained at Keyser Bryant Funeral Home awaiting Mrs Herbert's arrival from Johnson City.
Washington reported the government plans another attempt to operate the Morgantown ordnance plant in West Virginia. Rep. Harley O. Staggers said the General Services Administration will ask a principal broker and two West Virginia brokers to try to sell the war built plant.

Jailed without bond Mrs. Dora Keck Schweitzer admitted her husband’s death followed an argument tied to jealousy. She had married just 22 days earlier and faced unlawful cohabitation charges, with the axe murder confession replacing earlier denials.
Fayetteville and Beckley report indecent exposure conviction involving Fayette County assistant school superintendent Thomas Wendel Chiles. Chiles forfeited a 209 dollar bond in Beckley City Police Court after a July 16 arrest. Board members say no special meeting will be held and action, if any, will await the next regular meeting.
Senator Jennings Randolph urged a Senate appropriations subcommittee to fund four West Virginia National Guard armories at Logan Gassaway Weston and Clarksburg at an estimated cost of 1.016 million with the federal share 755000 and state share 260000. He cited Defense data showing WV receives a smaller defense spend per capita than neighboring states and noted the armories would be placed in distressed areas to aid the National Guard and the state.
Esk Refining Co was awarded contracts for gasoline and oil for Raleigh County Board of Education for the coming year. Gasoline prices exclude taxes with seven cents state tax. low test 11.7 cents, high test 14.2 cents. Pure Oil Co was second lowest bidder with 12.31 and 15.81 cents. Oil bids included Elk 43 and 48 cents for 1000 gallons. Pure 49 and 51 cents. Texaco also bid. Dispensing equipment bids for oil were rejected as uneconomical.
Sen Hubert Humphrey urged President Eisenhower to invite Soviet Premier Khrushchev to informal talks in Washington as a substitute for a summit. Sen Styles Bridges opposed any Khrushchev visit, even if Nixon supported it. Nixon, after Moscow talks with Khrushchev, hinted he might back such a recommendation.
Burlington Vermont AP reports Patrolman Donald Ray went to North Beach to investigate a drowning on Monday and found it was his own son, Stephen, eight years old.
Louisville twelve year old Honorene Hawkins endures a metal halo as doctors fuse her spine with a shin bone graft after polio weakened her neck and shoulders. The frame, drilled with four screws, will stay four more months, but she plans to start junior high and lift her head proudly.
