Immigration quota reform could pool admissions countrywide
Officials propose consolidating nation quotas into a single central pool expanding annual admissions from about 300,000 to roughly 350,000. Preference would go to relatives and skilled workers while unused Western European allocations would be reassigned to countries with long waiting lists, potentially leaving Italy with the sole remaining preferred waiting list after five years.
