Democrats clash over filling vacancies on the Ways and Means Committee as Kennedy faces a Medicare battle. The caucus of 258 Democrats convenes Monday before the president’s State of the Union address. Kennedy’s speech to Congress will be broadcast nationwide.
A third fire in four days forced New York firefighters to rush to the 31st floor of the Empire State Building. The blaze started in pipe insulation in a tank room near a shaft used by the previous fires. It was controlled quickly with no disruption to building operations. Battalion Chief Bernard Wynne said crews were ready, with six men who patrolled since Wednesday quickly responding. He noted follow up fires are common after such blazes, and announced a 24 hour alert for about a week. The previous incidents began Monday in the basement and culminated in a major Wednesday fire reaching 61 stories.
State Senator R E Barnett of Bluefield indicated he will run for Congress in the 5th District. Elizabeth Kee will not seek re election. Barnett said he will wait until session ends in March to announce his bid and expects five or six Democrats to seek the nomination.
The forecast shows a transition to colder conditions with increasing cloudiness. Highs in the 58 to 64 range today, tonight dropping to 28 to 34, and high temperatures mainly in the 30s Friday. Snow is expected late tonight with accumulation possible on Friday, rain or snow turning to snow. River conditions show Greenbrier and Lake regions normal and clear, with a new gauge at Hinton at 2.9 ft.
West Virginia's delegation voted 4-1 to permanently establish the House rules committee as a 15 member body. Democrats Ken Hechler Elizabeth Kee John Slack Harley Staggers supported the measure while Republican Arch Moore opposed it.

Honaker, said a drag link broke, affecting steering. no charges were filed. Seven children were aboard. damages to the bus were about $20. Bunch had transferred from Lompoc, Calif., and returned seeking to finish the term at Trap Hill.
J. Truman Bidwell former NYSE chairman was cleared by a federal jury of evading 55908 in income taxes for 1956 57. Earlier trial last October ended in a hung jury.
In Santiago do Cacem Portugal a 30-foot Atlantic tidal wave swept 80 fishermen into a lagoon, drowning 17 as they cast nets from shore. Bad weather kept them ashore. 13 bodies recovered, others missing. Officials said the wave had no volcanic origin and was likely caused by offshore storms.
The West Virginia Centennial Art Exhibition opens January 27 in Huntington with 350 paintings and sculptures. 219 artists from across the nation compete for four top prizes of 1963 dollars each. James Johnson Sweeney of the Museum of Fine Arts Houston will judge the entries. the exhibit closes February 24.
Five Charleston residents including Mrs Rosie Nelson and her four children were overcome by fumes from waxing being applied on the floor of a downstairs apartment. Mrs Nelson called the fire department but fainted in an ambulance en route to the hospital. A firefighter traced the odor to the waxing downstairs.

West Virginia lawmakers delayed no time in advancing a five bill tax package amid a two day old session led by Gov. Barron allies.
