Frederick Maryland UPI reports Mau rice C Tilghman 62 of Charles Town West Virginia died after injuries from a traffic accident on U S 40 about 20 miles east of Frederick. He succumbed in a local hospital early today.

Former British Chancellor Hugh Dalton, key architect of the welfare state and nationalization rules, died in London aged 74. President Kennedy schedules a news conference for 11 a.m. EST Wednesday to be televised live. Senator Hugh Scott of Pennsylvania to announce bid for the Republican gubernatorial nomination. In Roanoke shoppers poll John Glenn Jr. edges Caroline Kennedy for a 12x16 foot Valentine. The West Virginia Public Service Commission sets March 1 for a hearing on Beckley area taxi firms fare rise after a 25 percent driver wage hike. Fletcher Carter, part owner of Yellow Cab White Star Radio Cab Crab Orchard Beaver Mabscott, says a 31 percent fare increase is needed, raising the initial 50 cent charge to 60 cents and redefining each subsequent mile rate from 10 cents per third mile to 10 cents per quarter mile. The new union contract extends three years.
Roy Wilkins of the NAACP announced a drive to end school segregation nationwide. A survey cited 23 northern communities with segregated schooling, naming Chicago Danville East St Louis Joliet Maywood Mt Vernon Robbins Cleveland Amityville Hempstead and Grand Rapids among others.
NASHVILLE Tenn UPID Southern Education Reporting Service says 910 desegregated school districts exist in 17 southern and border states with four Tennessee districts and one Virginia district desegregated in January. Three Tennessee districts and the Virginia district desegregated under court order. South total up 127 since school opened last fall.
