President Kennedy sent to Congress a health reform blueprint urging enactment of Social Security health insurance for seniors this year. He outlined projected funding in the 1964 budget and called for tighter regulation of food drug devices and cosmetics plus expansion of nursing training facilities and hospital modernization efforts.
Washington (UPI) almost all agree quarterback Norman Snead should join the Peace Corps as a consultant. Rep. Victor Wickersham objects to the $75 daily fee, prompting Snead to become a dollar a year volunteer.
Charleston residents Eugene M. Frederick State Racing Commissioner Anthony J. Frederick and Clarence Conner escaped a private plane crash on a makeshift Grundy Virginia runway. The craft skidded over the strip and tumbled into a gulley near a 3000 foot ravine during a business trip with Conner piloting.
Cloudy conditions grip the state with highs from the upper thirties to mid forties. Tonight colder with possible light snow in high elevations north. Friday remains overcast and chilly with highs in the thirties. River and lake levels show normal, clear conditions though Greenbrier remains normal and Lake level clear. New gauge at Hinton reads 2.9 feet.
Charleston reporters note five bills introduced in the West Virginia Legislature. One pair by Speaker Julius Singleton and George Seibert would allow federal liquor and gambling stamps as reasonable cause for warrants. A second pair seeks prima facie evidence in state courts and raises penalties for gambling. Holliday proposed a public-meeting requirement for publicly funded agencies. Governor Barron said the attorney general will review all bills for constitutionality before signing.
West Virginia delegate Paul Workman known as Pop says the Motor Vehicles Department denied his request for a special license plate bearing his nickname. He notes the department issued a Ned plate to another delegate and argues popular use of the nickname in Kanawha County justifies a POP plate. Workman says he does not want Ned to lose his plate regardless of the decision.
Banking committees heard pro and con on branch banks in West Virginia with support from Robert Hazlett of Wheeling Dollar Savings and Trust Co. and opponents like Hayes Pickleseymer of Kanawha Valley Bank. Debates centered on bills by Vickers Hubbard and Nuzum to allow nearby or drive-in branches, with Matoaka cited as losing business since its bank closed after 48 years.
West Virginia selects a crude six-board piece named West Virginia Moon as the winning entry in the Centennial Commission art contest. Joe Moss and James Sweeney praised the piece, while critics and local papers questioned its portrayal of the state and its image.
A Vietnamese radio operator from a B26 crash said the plane’s American navigator bailed out ahead of him and was rescued by a U.S. helicopter about 250 miles north of Saigon. He noted the pilot remained with the aircraft which slammed into a mountainside.
Two masked gunmen robbed the Queen Street First National Bank and Trust Co. of Red Lion in York County, taking about 30 000 dollars. They locked three employees in a vault and looted teller cages. The staff—Donald Nei man Richard Zimmerman and Betty Klinedenst—were unharmed. The heist was not found for nearly two hours.
Rudolf Augstein, publisher of Der Spiegel, was released from custody in Karlsruhe after a government action sparked a political uproar. The federal prosecutor said the release does not hinder justice and does not clear him of suspected treason tied to publishing an article allegedly revealing military secrets and possibly obtaining secret data by bribery.
Glutz says officials must realize the tree or liberty wont stand graffin. He contends the country should settle up and seize down so many people can live without borrowing money to do it.
The Kennedy administration imposes a new shipping order to Cuba and cites evidence that offensive Soviet weapons have been removed. McNamara and a Pentagon expert showed nearly 100 aerial photos while some lawmakers remained skeptical and warned the nation of ongoing risks.

British Foreign Secretary Home and West German Chancellor Adenauer urged U S security leadership against communism as European delegates in Strasbourg largely backed closer ties with the United States. The six nation assembly called on the Common Market commission to produce a balance sheet on Britain's entry talks within three weeks despite possible French veto.
Bruce Burish eleven of Beallsville was killed when he ran into a car driven by Georgia Medeney sixteen who had just passed her test. The crash happened on Route 40 near Bruce's home as he walked from Philipsburg school where he acted in Gypsy.
Prime Minister John Diefenbaker plans to downplay anti American rhetoric in the campaign to avert a cabinet revolt. He set April 8 for elections after dissolving parliament but signaled the U S nuclear weapons dispute will be a campaign issue. He vows Canada will stay independent yet interdependent and policy will be made in Canada. Rebel ministers threatened mass resignations over the dispute.
Chancellor Adenauer told the German Parliament De Gaulle promised to renew talks on Britain's entry into the Common Market after the Franco German friendship treaty is ratified. He stated he favors British membership above all and that De Gaulle will discuss the issue once ratification proceeds. Opposition leader Ollenhauer urged careful timing given French vetoes.
Two armed escapees from Upshur and Clay counties robbed Luther Barnett's home in Braxton County and shot Trooper D J Sarp in the calf. Bloodhounds and state police joined a wide search with road blocks across Weston Sutton Glenville Elkins areas as residents feared further violence.
