West Virginia endured a new cold wave with temperatures near zero or below. Elkins logged minus 4 degrees, Charleston hit 1 degree, and Parkersburg 1, Wheeling 2, Bluefield 2, Huntington 3. The Weather Bureau warned of continued cold with increasing clouds.

ANOTHER MEASURE WOULD RAISE SALARIES TO 3000 DOLLARS AND SEA T DEEPER SESSIONS. BUDGET, HORSE RACING TAX EXTENSION, AND GOVERNOR APPOINTMENTS SET FOR FURTHER DISCUSSION.
The Senate approved President Kennedy's 2.7 billion college aid bill 69 to 17, authorizing 1.5 billion for classroom construction loans, 250 million for community college grants, and a 924 million scholarship program for needy and talented youths. The House earlier passed a more limited measure without scholarships or two year college aid.
UPI reports Senators Robert Byrd and Jennings Randolph both voted for the education aid bill. The measure passed the Senate by 69 to 17 in a party line showing support for higher education funding.
A House Senate conference faces opposition to 212 500 federal scholarships as Kennedy presses a five year program to develop intellectual resources. Congress signals compromise remains the likely outcome, with the House unlikely to approve a 2.1 billion five year grant for elementary and secondary schools.
In Charleston the House of Delegates Education Committee considered a resolution directing the State Board of Education to take immediate steps to establish branch colleges. Dale Newton Jackson a 32 year old ex convict from Weston area is jailed in Lewis County on a kidnapping charge. State Police say he abducted William Boggess Jr at gunpoint Tuesday night forcing a drive out of town. Boggess escaped after wrecking the car. Jackson was captured in a cab while heading toward Glenville. Boggess unharmed.
San Antonio police report ongoing gator pranks in city pools. A six foot alligator lounged at an upscale apartment pool steps before Amos Villaneuva restrained it with a rope and returned it to Brackenridge Park’s alligator gardens. Three gators have been stolen in two weeks for similar stunts.
Bobo Rockefeller, coal miner’s daughter and widow of Richard Sears Jr., reveals plans to marry Charles Mapes Jr., Reno hotel and casino owner, her third husband. Mapes flew to New York to arrange details of a private wedding. the pair celebrated with champagne amid mounting public attention.
The United States imposes a total embargo on imports from Cuba effective 12:01 a.m. EST. President Kennedy ordered the embargo last Saturday, aiming to cut Cuba's foreign exchange earnings by about 35 million dollars annually from items including tobacco seafood fruits and vegetables.
