President Seeks Broad Mental Health Bill With Grants Plan
The President urged Congress to authorize a national mental health program beginning in 1965. It would fund comprehensive community mental health centers with 45 to 75 percent federal grants and provide start-up staffing grants. Early years would see up to 75 percent cost coverage, phasing out after about four years. The plan includes planning grants for the National Institute of Mental Health, a five year program to aid state and local health departments in maternity and health care, and special funds for retardation research and rehabilitation services. The drive reflects Kennedy’s concern for mental retardation partially inspired by his sister’s disability.
