Ed Board Can Require Bond For Employees
The State Attorney General's Office says county boards of education may require school employees to be bonded in a reasonable amount to protect board property and funds. However the legality of blanket bonding for all funds or "special funds" like athletic proceeds is uncertain. State law does not clearly fix ownership of such funds, and a board may lack authority to bond for handling such funds or to use tax money for premium payments.

Robertson faulted West Virginia highway land buys overpaying
West Virginia Attorney General Robertson released a 46 page report faulting the SRC and the U S Bureau of Public Roads for missteps in interstate highway right of way acquisitions. He blamed local appraisers and courts for valuing land too high and urged reforms including advance right of way acquisitions, higher witness fees, trial lawyers for condemnation suits, county prosecutor involvement, and Civil Service style staffing for skilled posts. The report offers 14 recommendations to protect the state and property owners and notes some funds may be recoverable through retroactive appraisals.

Pickets Close Big Mines In West Virginia
Two Island Creek Coal Co. mines employing 442 miners were closed by picketing amid a three week dispute over royalties to the UMW Welfare and Retirement Fund. A company spokesman said mines in the Bartley Division near Bradshaw and another near Jaeger were shut after picketing spread to larger, paid up mines. UMW officials say the larger mine picketing was unauthorized and may involve out of state miners seeking a dual union. Some operators may submit to tonnage audits to establish royalty payments. UMW District 17 president Raymond Lewis said there is evidence of operators willing to audit and expressed optimism for settlements ending the southern West Virginia coal strike.
