Federal Power Commission Warns on Repeats of Blackouts

It warned there is no absolute assurance another blackout cannot occur and considers federal legislation to extend government power over grid issues. The El Paso gas regulator failure contributed to the West Texas New Mexico outage, while a Canadian relay not reset since 1963 helped previously. Chairman Swidler planned a briefing at the LBJ Ranch on results of the probe.
