State Taxes Sure To Go Up
West Virginians can expect higher taxes as lawmakers study options to fund increasing government costs. A legislative subcommittee called for new or revised levies, and Tax Commissioner G Thomas Battle prepared an updated tax study. The report shows WV residents paid an average 187 in state and local taxes last year, 67 percent above 1942 levels, with 1963 wages averaging 104 weekly. WV ranked last among 12 states in per capita income at 1883, while 12-state per capita average was 2276 and U.S. average 2449. General sales taxes accounted for about 32 percent of revenue in 1962, with property taxes over 27 percent. other major sources include business and occupation taxes, consumer sales, gasoline excise, motor vehicles, and personal income. Expenditures rose sharply 1957-1962 across institutions, local government, public assistance, highways, unemployment compensation, and education. The path of tax reform will unfold in upcoming sessions.

Man Dies After Civil Rights Attack in Hale County
Perry Smaw, 87, found with his tongue cut out after opposing civil rights demonstrations, died at Hale County Hospital. Doctor Chester E. 18th Turncoat To Leave China
UPI reports Morris R. Wills of Fort Ann New York, a Korean War turncoat, has permission to leave Communist China and is expected in Hong Kong within a month. Heavy casualties at Tan Nhut outpost near Saigon
Vietnamese and U S forces repelled multiple Viet Cong attacks on Saigon outskirts. Eight miles southwest of the capital, Tan Nhut outpost was overrun in a dawn assault starting about 1 15 a m.
