In Watts a second major riot in two humid nights spreads through an eight block Negro area. Police in combat formation suppress the violence as more than 100 injured, including 13 officers. Comedian Dick Gregory is shot in the leg but returns to urge calm while CORE leader Don Smith describes the scene.
United Press International reporter Warren Wilson describes the second night of violence in Los Angeles. Disguised in torn shirt and old pants he observed the riot from police lines while a Black minister bravely intervened to rescue a beaten man. Wilson’s first person account appears on page 16.
The House backed a $3.2 billion measure to lift living standards in poorer areas through public works grants business loans and regional planning with a 246 to 138 vote. Senate had approved a similar package and a compromise could reach Johnson soon. The plan proposes $500 million annually for four years to fund waterworks sewers parks and streets in about 1,100 areas serving 35 million residents.
Washington expects President Johnson to sign a $1 billion bill authorizing a third pay raise for servicemen in two years. The package advances September raises from 9.90 to 120.90 dollars monthly for top ranks, grants combat zone mailing, boosts Viet Nam combat pay, and adds up to 7,848 dollars in high skill reenlistment bonuses.

Huntington West Virginia UPI reports Cabell County Circuit Judge John W Hereford allowed the state attorney general to inspect Central Christian College files seized under a preliminary injunction that closed the college last month. College director A O Langdon and a deputy sheriff will be present during inspections by the attorney general's staff. A further hearing on making the injunction permanent is set for next Friday. The attorney general moved after the State Education Department accused the college of being a diploma mill selling doctorates for as little as $50.
Three people died from sulphuric acid burns on Thursday, bringing the death toll to 26 from Wednesday’s collision between a bus and a tanker at Adapazari in central Turkey.
Senator Paul H. Douglas of Illinois introduced an amendment to extend Medicare coverage to inpatient hospital services provided by pathologists radiologists psychiatrists and anesthesiologists. The proposal seeks payment for these specialist costs under the new law as patients are billed separately for hospital services and for inside the hospital specialist fees.
WASHINGTON UPI Hawaii's four senators and congressmen denounce living expenses in Hawaii as higher than any state except Alaska. They testified before a congressional subcommittee that prices rise on everything from hamburger to houses with Sen Hiram L. Fong noting high owner occupied housing costs and Sen Daniel K. Inouye pointing to lettuce prices in Honolulu compared with Los Angeles and San Francisco.
Washington reports the State Department will open talks with Mexico over returning the Alamo flag to Texas. Senator John Tower disclosed the plan after urging negotiations and expressed hope Mexico will give careful consideration to the request.
Two Siberian smelter workers Gregoriy Sarapushkin and Pyoter Kalinchenko voyaged to Alaska in a walrus skin boat after getting lost in fog during mushroom hunting. They arrived Aug 7 near Wales and, after being brought to Port Clarence on Aug 10, requested political asylum and face interviews with Soviet diplomats in Anchorage.

Winds may rise to gale force as Virginia Manry sails in the Excellent to meet him, hoping for a reunion off England despite seasickness and uncertain weather. The couple, married 15 years, have two children and left Falmouth four days earlier seeking a shore greeting.
Jessie Lou Roberts of Lexington Kentucky was arrested in Charleston after cashing a 15 dollar check at a supermarket. Police say she admitted forging checks in West Virginia cities including Parkersburg Pt Pleasant Logan Belle Paintsville and in Pikeville Ashland Kentucky and Pomeroy Ohio over the past year. She waived preliminary hearing and was bound over to the grand jury in lieu of a 2000 dollar bond.
Charles Schiff of New York City has been named conductor of the Charleston Symphony Orchestra, succeeding Charles Gabor who resigned to join the Chattanooga orchestra. Schiff is a Juilliard School graduate who studied under Serge Koussevitsky and Pierre Monteux and later conducted the City Symphony Orchestra of New York.
UPI report says forces backed by armor and planes killed an estimated 256 Viet Cong 9 miles southwest of Saigon in the Mekong Delta battle near Can Tho. In Pleiku area, paratroops and infantry pressed Communist forces as Viet Cong shelled Duc Co. total 411 guerrillas reported killed with 6 captured.
In Da Nang a Tennessee Marine, with official blessing, runs a homebuilt still from a five gallon can a wastebasket and copper tubing producing about a half gallon of distilled water per hour for radio batteries. Cpl Aubrey Dalton of Knoxville assembled the system after S Sgt Donald Brown located a water shortage. Dalton offered only a noncommittal smile when asked about further plans.
Seoul reports the National Assembly voted 101 to 1 to send 15,000 Korean combat troops to fight Communist guerrillas, signaling a major escalation in the war effort. The decision comes amid ongoing clashes and regional tensions as South Korea commits forces for ground operations.
Two bandits robbed the Poca supermarket of 2175 dollars Thursday night, holding between 50 and 60 customers at gunpoint. They ordered cashiers to surrender money, fired a warning shot, and escaped in a car after the heist. Police report no injuries.

Tokyo reports former Prime Minister Hayato Ikeda died of pneumonia at a Tokyo hospital after throat tumor surgery a week earlier. He was 65. Ikeda, son of a Hiroshima prefecture sake brewer, rose to power in 1960 amid riots linked to a canceled Eisenhower visit, contributing to Kishi's resignation.
Kanawha County jail prisoner Jerry Wayne Wright of Dunbar seeks release arguing he was denied legal counsel at his preliminary hearing for armed robbery. He says he was arrested without a warrant, detained four days, and forced to defend himself, while officials claimed no right to counsel unless self-provided. Wright, held awaiting trial after a mistrial, cites Supreme Court rulings and seeks habeas relief from Judge William J. Thompson, noting his poverty and lack of legal aid. He was previously committed for mental observation as disturbed and anti-social.
