UN command rejects the Reds prisoner exchange plan as leading to endless captivity for recalcitrant prisoners. At Panmunjom, two sides stuck on exchange terms, with another session set for tomorrow. Harrison labeled Nam II’s six point plan unacceptable and called for a constructive path to an armistice.
Secretary of State Dulles returns from Paris to urge Congress to fund a slowed European defense program. The NATO targets call for six more western European divisions this year, raising total to about 56, down from a 100 division aim two years ago. German upper house balks at ratifying the European Defense Community treaty, signaling slower rearmament pace amid Soviet peace talks.
A two car collision on U S Route 21 near Skelton at 6 am injured Mrs Nannie Wingo of Cedar Bluff Virginia who was treated and released from Beckley Hospital. Thempus Wingo escaped injury as did the other motorist. Police estimate $700 damage and Gene Redden faces a hazardous driving charge arraignment before Magistrate J E Mays in Beaver before Thursday.

Light frost expected tonight across Virginia with cooler conditions and a low around 30 to 35 degrees. Tuesday looks mostly sunny and slightly warmer with ample sunshine in Beckley Oak Hill Glade Creek Bluestone Reservoir areas.
Raleigh Sheriff John C. Ward asked the West Virginia Supreme Court to compel the Raleigh County Court to reimburse six deputy sheriffs for expenses, arguing a 1950 order limiting monthly costs to 125 per deputy should be rescinded. The court had approved some accounts but not the six deputies, and Ward warned of loss of service if payments are delayed. The matter was set for May 5 to show cause.
Beckley Jewish Lodge 1360 of the Order of B nai B rith earned the state’s top honor at a Charleston council meeting. The first annual Brite Kaufman trophy went to the Beckley delegation for its outstanding project the Americanism committee citizenship classes led by Malcolm Pickus Robert Levine and Archie Ellenbogan. The classes prepare foreign born residents for naturalization exams.
Washington reports Senator Taft pushed for a decisive test vote on an amendment by Sen. Anderson to shift offshore land title from states to the federal government. The measure would allocate 37.5 percent of offshore revenue to coastal states while backers argue the long speeches educate the public amid a Senate tilt toward state control.
The Associated Press lists nine fatalities on state roadways over the weekend in West Virginia. Victims include Mrs. Fred Burgess and her six month old son Freddy Eugene from Daniels Raleigh County, Ted Warwick of Oswald Fayette County, two Taylor County men Edward Clevenger and John Mayle, three men Paul Russell Osborne Willis Herald Stutler and Cassel Jerden, and Jane Katherine Brown of Waverly Wood County.
Deputy defense secretary Roger M. Kyes said the Eisenhower administration will review the munitions picture, weed out high cost plants, and retain low cost producers. He blasted the Truman rearmament program as excessive and warned some plants may halt production or switch to standby, with emphasis on preserving vital defense industries like aircraft.
In a weekend blaze in Sault Ste Marie Ontario eight children from two families perished. Seven of the victims were believed trapped asleep in a single bed with the eighth found near a door. The Derrys Dorothy seven Reginald five Clifford four Eleanor three and John one were joined by cousins Wilma fourteen Marion ten and Diane nine Trudell. Philip and Winifred Derry survived with severe burns after attempting to rescue their children. They woke to discover the fire and fled through a window but could not save the others.
Two returning American prisoners describe life in North Korean camps and how some fellow captives leaked escape plans to the Chinese. Harry E. Purvis, from York, South Carolina, recalls four days before capture and solitary confinement. Ned Kelley of Ashland, Ohio, recounts a wedding band swap and a sunken watch or lighter trade with a Red officer. A U.N. spokesman said the first repatriated Americans would head to the United States in the coming days.
Sabre jets join close air support for Allied ground forces for the first time in Korea. Twelve Sabres of the 18th Wing bombed targets, while Marine Panthers hit an ammunition factory at Cinnampo and Corsairs struck a weapons area at Haeju. On the eastern front, U S troops repelled a 150 man North Korean probe near the Punchbowl, with 26 enemy killed or wounded in 35 minutes. Additional strikes hit supply dumps and airfields across central and western North Korea and at Wonsan.
New York Arthur Godfrey begins the final week of performances before hip surgery. He will enter a Boston hospital on May 4 for an operation on a hip injury from a 20 year old auto crash. Recovery is expected to take about four months with hospital stay six weeks. He will recuperate on a 1700 acre Leesburg Virginia farm and resume radio from there, aiming to return to TV in September.
A $56.50 bond was forfeited in Magistrate T. N. Thurman’s court by Roscoe J. Taylor of Killarney for failing to appear on a driving while intoxicated charge. Taylor was arrested Sunday by State Police and jailed until he posted an appearance bond. John H. Miller of Charleston was fined $10 and costs on a hazardous driving charge after being arrested April 2 on Maple Fork Road by State Police.
Early returns from France’s municipal elections show De Gaulle allies losing ground. Communists lead in Paris and suburbs, while independents and Radicals gain strength. Voters turnout high at about 72 percent of 25 million. Runoffs set for May 3 where no candidate won outright.
Workmen at Beckley’s city reservoir around noon removed the car casses of two deer. It was not known whether the deer were shot or drowned while fleeing dogs.
Beckley officials plan to present a preferred access route to the state turnpike project at a noon meeting in Charleston with Gov. Marland and State Road Commission officials. Mayor George B. Chambers leads a 17 member committee, including chamber leaders and local officials, to secure support for an interchange near Sprague over Harper Road, with city maps showing the favored route.
John W. Fisher of Fairmont was elected president of the West Virginia Association of Letter Carriers at the annual convention in Wheeling. Also chosen were James H. Gallaher of Wheeling as vice president Jack W. Dial of Huntington secretary and H. F. Cottrell of Clarksburg treasurer. Miss Vinnie Mooney of Madison died from burns after an explosion at her Robinson home caused gasoline flames to ignite her clothing.
A witness for four Columbia Gas System companies told the Public Service Commission that gas available on the peak day next winter will fall short of current customer needs. R. W. Hitchman of United Fuel Gas and Amere Gas Utilities urged denying space heating gas to new construction and conversions, arguing the primary obligation is to present customers. He said four companies should decline service to new space heating applicants and not be required to serve new industrial customers, with no limits on cooking and water heating. Local business and civic groups opposed the petition, saying restrictions would hinder housing and industry development. Hitchman noted past and projected gas delivery increases and a pending Louisiana gas reserve purchase to meet the shortfall, but warned shortages could worsen without space heating restrictions.
