In the Fourth District Democratic nominating balloting Patrick Hamill secures the nomination on the 143d ballot. Market notes from St Louis and Milwaukee show flour prices steady to lower, corn and oats dull, pork and bacon nominal, whisky scarce, and lard weak with varied quotes.

General Prim departs Paris bound for Spain as Royal Troops surrender at Cadiz. Espartero is proclaimed President while the Queen returns to St. Sebastian in a pivotal shift of power in the ongoing conflict.
In Wasginecton Sept 23 Mr Merrick pressed that Surratt fell within the President's amnesty proclamation. L Riddie argued the 1867 act repealed presidential pardon authority and that Congress held only pardoning power, claiming Surratt did not meet the proclamation terms.
In New York the National Labor Congress opened with C Hines urging redistribution of labor and capital and proposing a five member committee on taxation. The afternoon discussed admitting Mrs Elizabeth Cady Stanton as a delegate from the Woman's Suffrage Association to speak for working women, and she was admitted amid debate on political body credentials.
An advertisement promotes Richardson's New Method teaching piano. The method claims easy mastery, used by leading teachers, priced at 275 dollars. Mailed postpaid by Oliver Ditson & Co in Boston and Chas. U. Ditson & Co in New York, dated September 23. Henry Thomas Meyer is listed.
In the District Court Southern District of Illinois Frederick L. Smyth of Melrose Township Adams County seeks discharge under the bankruptcy act. A hearing is set for November 3, 1964 at 1 am in the United States Court room in Spain Geld City with creditors invited to attend. Second and third creditor meetings will be at Henry Asbury’s office Quincy October 15, 1865 at 10 am. Also Gerson Vasen of Quincy Adams County appears as a bankrupt with a hearing set in Springfield, Illinois. Sources note subsequent creditor meetings at Henry Rahmry’s office in Quincy October 2, 1868 at 10 am.
The Times notes Genera l Prim departs Paris for Spain amid a Cadiz uprising where exiled Spanish generals meet. Saragoza captain Malcampe uses his guns to force royal troops to surrender Cadiz as insurgents raise the standard of rebellion. Espartero proclaimed president as the queen retreats to St Sebastian. Madrid reports Estrada l named minister of the marine while provinces echo revolts.
In New Orleans on September 23 a Seymour cheer sparked clashes with a Grant procession. Negroes attacked a confectionery, smashed windows at Rampart and Peter streets, and tried to set the building on fire. Police saved the store. one Negro was killed and several whites and blacks were wounded. Police injuries were reported and unrest subsided by morning.
John Stewart trotted 20 miles in 59 minutes 23 seconds at the Fashion Course in New York, winning a $2,000 wager against $1,000. He maintained even pace, his fastest mile 2:49 and slowest 3:07, finishing the last mile in 3:02 with little fatigue. Betting favored him at the 18th mile, and opening odds were 100 to 60 against.
