The dispatches note a formidable insurrection in Spain with broad support and a plan to intercept the Queen. In Washington the Surratt murder indictment is dropped, while a conspiracy charge may be pursued. At a mass meeting in Capitol Square Richmond about a thousand negroes passed resolutions condemning the Republican State Central Committee for not supporting justice and equal rights. The former secretary briefly denied the charges, but the resolutions passed by acclamation. In Columbia the Senate suspended for six months Mr. Leslie, a Republican aligned with Democrats on color questions.
The September Session of Congress recessed to the 16th while the New Rebellion faced Republican opposition in Georgia where a rebel mob attacked a meeting. A rebel justification is noted and Copperhead outrage in Pennsylvania draws charges to be preferred against Bishop Duggan.
From Europe comes a report on the formidable character of the Spanish insurrection with movements to intercept the zone pacific speech by the King of Prussia.
The Senate opened with a resolution to adjourn until October 16 and then until November 10, with further adjournment to December first. The vote passed 33 to 1, Buckalew voting no. Plans for a new Bridewell costing 219000 have been submitted by the Board of Public Work. 214 cases of drunkenness were heard in the Police Court yesterday. Rev John McMullen D A departs Chicago to file charges against Bishop Duggan and urge removal. Cook County Democratic Convention today.
In Washington the Surratt case opens with counsel urging the July fourth amnesty proclamation as defense. They claim Surratt was indicted only for murder at common law and not treason, while prosecutors file a special demurrer and plan further argument. The report also notes global news including martial law in Spain and unrest in New Jersey.
In Tremont House on West 28th Street four women, mostly servants, are arrested over the death of landlady Mrs. Fagin amid a Fourier style cohabitation. Whisky liquor fueled a fatal orgy, with Fagin dying after a severe assault. Separately in New Jersey and New York City, Ku Klux activity stalks radicals. Lt. Bynner is knocked senseless by a sling shot and a pistol marked with Klux hieroglyphics is found. Police pursue the murderers and Klux sympathizers.
Spain reports Concha leading the Queen's forces with Bravo fleeing. Martial law proclaimed throughout Spain as the Queen moves toward Madrid or San Sebastian. Paris notes Madrid remains quiet though excitement and faithful troops persist. Telegraphs indicate disorder with Gen. Prim and Devoda marching on the capital amid contradictory reports.
New York market notes unsettled prices with middling cotton around 26 26.5 cents, receipts listed. state and western oats and corn prices show slight moves. pork and beef weaker, lard and whisky steady. sugar firmer with Cuban demand. Chicago market uneven with no clear trend in grains and slight firming in oats and barley. Provisions weaker. St Louis shows mixed cuts and prices.
