Washington reports that German forces have pulled back from Belgian Flanders and much of northern France, signaling a possible fresh Allied attack. Observers note slowed German progress, extended supply lines, and a shift toward the Meuse as the front adjusts for a broader retreat.
Washington Oct 23 Director General McAdoo signed the first contracts between the railroad administration and railroads under government control. The Chicago and Northwestern and affiliates agreed to 23 364 028 in annual rent, and the Chicago Burlington and Quincy 33 300 079. Contracts are reviewed in Washington before final approval. About eighty roads sought extra compensation and those applications are pending.
Information from the Roumanian legation reports that Romanians captured by Italians while in the Austrian army have organized a Romanian legion of 18,000 in Transylvania. The unit fights with the Allied armies against their historic enemy under supervision of the Romanian National Committee of Paris.
Washington observers say President Wilson will largely be guided by the supreme war council in France on any action after the new German note. Miami Florida October 22. Percy M Gerwig of Pittsburg Pennsylvania and M J Hope of Maredosia Illinois marine corps student officers were killed when their aircraft fell during a training flight at Curtis Field near ere. The accident occurred during a routine training exercise.
Washington reports that Marshals Foch Joffre and Haig and Generals Patain Diaz Pershing and Gillian chief of staff of the Belgian army received the distinguished service medal Tuesday from President Wilson. Pershing acted as Wilson’s representative while Tasker Bliss would present to Pershing, with Bliss delivering the president’s gratitude for the American army’s leadership and success in the common cause.
Reports to the public health service indicate slight improvement in influenza nationwide though the epidemic has not yet crest in many areas. East and south see rapid civilian improvement while the west reports milder conditions. army camps show continued abatement with 292,770 total cases and 15,497 deaths since onset. California reports 32,000 cases to date.
New York telephone service in half the public booths was suspended Tuesday due to operator shortages from the Spanish influenza epidemic. About 2,000 operators, roughly 25 percent, are ill. Health Commissioner Copeland warned against premature optimism and urged continued precautions.

Camp Grant October 23 1930s report announces the pneumonia epidemic at Camp Grant concluded. Lieutenant Colonel George R Take camp surgeon says the outbreak began September 21 and 1037 deaths had occurred at the camp through Monday midnight.
Springfield Mass October 13 employees of the Springfield Aircraft corporation who struck to force wage and hour adjustments returned to work Monday morning while grievances are being adjusted.
Dieut. J. M. Shin non returned to Omaha from Ran toul United States flying school after a ten hour flight and a highly skilled landing in darkness. The aircraft will be used in machine with balloon observation operations.
British forces report entry into the western suburbs of Valenciennes and deep thrust toward the Scheldt at Conde. Hollain Bruyelles Seb. Froyenne cleared north of Tournai. Scheldt crossing at Pont-a-Chin contested. Germans resist as Belgian advance reaches Lys canal front with bridgehead west of Meerendre. Czecho-Slavs fight with French armies.
The French announce gains along the Aisne with Terron retaken by Czechoslovaks allied to French forces. Enforcements move north of Laon as Challandery and Grandlup fall. East bank crossings on the Lys near Ghent are reported. In Le Cateau area American and British forces see reduced activity while Verdun sector faces enemy shelling and a near miss on a base hospital due to gas and air attack.
American forces carried out limited aerial activity under clear skies, downing a Hanover biplane at Bantheville a Rumpler at Buzancy and a balloon near Tailly. The front saw no infantry action of note and lines remained unchanged amid artillery fire from both sides.
