In Springfield on May 9 the convention debated and adopted a particle limiting legislative power to authorize certain railroad appropriations for the city of Quincy. The committee report on Federal Relations was adopted. A select committee to frame an address to the Constitution was named with members Underwood Allen Browning Church Hay Hayes Bromwell Ross Wait Rice Goodhue Hildrup English and Medill. the report was adopted.
The April Department of Agriculture report notes winter grains show poor growth but good color and readiness to grow with spring warmth. General Butler returns and Reconstruction Committee will review the Georgia bill from the Senate. Dominican treaty supporters seek two thirds in the Senate for ratification.
