The Department Encampment of the Grand Army of the Republic in Illinois met in Springfield on the 28th inst with about seventy five delegates. New officers were elected led by Thomas G. Osborn as Grand Commander and James D. Martin as Junior Vice Grand Commander. Delegates to the National Convention were named and a committee appointed to discuss representation in the National Asylum board. The Adjutant General reports 843 posts, up 88 in a year, and headquarters will move to Chicago.
Reading through a scrambled Missouri page, an affray in Macon on the 22d involves Wm Thitcher. Brown & Moore announce the Shelbing Herdia Woolen Mills near Macon ready for machinery and slated to operate in spring. A Kansas City tale too shows a young woman in Independence marrying Tower after eloping. A Hannibal railroad accident near the Hannibal and St. Joseph line occurs when a passenger car derails due to obstructions. A legal ruling in Hannibal limits taxation on stock shares, holding that shares of National and State banks are personal property and not subject to state assessments. further proceedings expected at the March term.
In Springfield yesterday the Senate advanced a railroads bill to regulate passenger rates, sending it to the Railroads Committee for House amendments. The House debated a project for a new State House and Southern Penitentiary, with motions to recommit and various resolutions about veterans, emigration, and public buildings, adjourned after lengthy exchanges.
Washington January 29 The House Ways and Means Committee favored stopping the Treasury from issuing any further gold bearing bonds. The Supreme Court granted a writ of prohibition against Judge Underwood who is accused of releasing prisoners convicted of murder and arson, prompting a Friday return to court and an Attorney General signed application stressing constitutional violation.
Madrid reports the Provisional Government is unanimously backing the Duke de Montpensier for the Spanish throne. London notes Reverdy Johnson accepted an invitation to dine with Glasgow civic leaders in February. Athens reports Burgaris, Greece prime minister, has resigned and the king’s stance on Paris Conference terms remains unclear.
Stockholders in Columbus at a January meeting refused to lease to the Atlantic Great Western Railway and ratified a lease with Isburg Cincinnati and St. Louis and the Pennsylvania railroads. The lease takes effect February 1.
The text notes uninsured fruit around Shawnee town and reports a new Methodist Church dedicated at Jacksonville on Sunday. It mentions Dixon celebrating completion of an iron bridge over Rock River and the old Illinois Central Railroad bridge at Rock Island being replaced by a permanent iron structure.
The court rules railroads must deliver grain to all warehouses connected by sidetrack with the main line without discrimination or extra charges. Murray Nelson and Co. sued Chicago Alton and St. Louis Railroad, alleging refusal to deliver unless additional payment was made. The decision affirms common law and statute requiring non discriminatory delivery.
