London August 2 British and German losses in the merchant fleet show a drop as official figures report eighteen British ships over 1,600 tons sunk by submarines or mines last week and three vessels under 1,600 tons, with no fishing vessels lost. previous week records differed with three ships under 1,600 tons and one fishing vessel sunk.
Washington reports the chief of army engineers outlined the vast job of building a single American expeditionary force in France. Tasks include railroads bridges piers water supply camouflage training for painters, forest lumber, power plants, and arranging rolling stock to move into war theaters.
About three to four thousand miners idle in Clinton field as trains fail to provide coaches to mine sites. Nineteen Clinton mines affected. Men meet and threaten strike if old cars are not abandoned and proper coaches supplied. Cars used are discarded stack cars with small window holes and unsanitary conditions. Receiver for Chicago and Eastern Illinois Railroad, W J Jackson, says only three to four hundred miners in dispute and will not discuss. Chicago police issue general order to hunt slackers collecting registration data and arrest draft-age men without cards.
The Senate approved a constitutional amendment prohibiting the manufacture sale and transportation of intoxicating liquors. The vote was 65 to 20 with a six year ratification deadline. The House must act next. The measure, submitted by Senator Sheppard, outlines enforcement power and six year ratification from submission.
Preliminary IRS returns for about one third of railroads show June net operating revenues up nearly ten percent from June 1916. Total operating revenues reached 142.17 million dollars, expenses 95.65 million, yielding net railroad revenues of 46.49 million versus 42.38 million a year earlier. Net per mile rose to 9.0 dollars from 5.01. Eastern district net rose to 19.10 million from 18.31. western roads gained about 3.0 million or nearly 20 percent.
Springfield August 2 The department of public welfare announced multiple hospital appointments and transfers. Dr Ralph T Hinton moves from Peoria state hospital to Elgin state hospital as superintendent. Dr R A Goodner transfers from Kane to Peoria, and Dr M J Hawley becomes superintendent at Watertown state hospital. Dr F A Stubblefield promoted to head Chester state hospital while Dr Charles E Read transfers from Watertown to Chicago state hospital at Dunning. The board of commissioners named: Dr E C Dudley chair Dr Emil G Hirsch Dr F P Norbery Judge B R Burroughs and Dr Edwin C Hayes to advise on patient care and institutional investigations.
Austin August 2 Governor James E Ferguson denied thirteen charges by F O Fuller speaker of the house that the governor tried to influence him by offering money at a low interest rate with the note Fuller would not have to repay unless he wished to do so This denial closes the thirteen charges as the legislature met in special session
Emperor William declares the third year of the war ends with increased adversaries but no improved prospects for them. He vows victory for Germany and its allies next year, thanks soldiers for feats, honors the fallen, and pledges continued resolve. Note dated Aug 1 in the field, Copenhagen to London dispatch.
Washington Aug 2 The War Department expects to appoint general officers to command 16 national guard training camps this week as part of preparing over 300000 guardsmen for duty in France. Camps at Augusta Deming Montgomery Spartanburg and Waco face two weeks more of prep delays with second and western group quarters due by mid August and Sept 1.
The American steamship Motano of 2730 tons gross was sunk by a Teuton submarine on July 31. Only two survivors have been landed. The Motano sailed from New York on July 2 for Queenstown Ireland under Captain L S Stratton with a crew of 34, including 15 Americans. Built in 1890 at New Castle England. Among the Americans was S C Fennery wireless operator of Beecher City Illinois.
A London despatch reports Czernowitz defense stiffening as fresh Russian troops resist the Austro German advance toward Kirlibaba and Kimpelung. Fighting remains fierce though defenders may be forced to abandon Czernowitz, with positions favorable for further operations falling to the attackers.
Telegraphed from British army HQ in France and Belgium Reuters reports rain almost ceased and the sky lightening as the guns resume in greater volume.
Washington reports detail the June 22 night submarine assaults on the initial American expedition to France. Admiral Gleaves' flagship led the first group as two submarines attacked, one sunk by a US destroyer. Subsequent contacts with the second and third groups are noted with ongoing inquiries and redactions.
Reports from British and German sources detail heavy rain delaying the Allied push in Flanders while German counterattacks retake St Julien and parts of Westhoek. British HQ cites thousands of German prisoners, with ongoing bombardment and mixed gains near Ypres and in the Aisne-Verdu n sectors.

The administration food control bill, trimmed of presidential objections, moved from conference toward enactment next week. Senators Warren and allies struck the war expenditures committee, while House conferees kept price fixing tight, with a 2 dollar minimum for wheat and restricted controls. The President would gain power over distilled liquor manufacture and could commandeer alcohol for public uses if needed.
