Washington Aug 1 After another day of fruitless dispute over the food bill provisions for a congressional war expenditures committee conferees recessed to resume this afternoon. House conferees refused Senate provision for the committee opposed by President Wilson. Senators Chamberlain Smith of Georgia and Smith of South Carolina favored striking the provision, while Gore with Kenyon Warren and Page opposed the president. A Weeks resolution proposing a similar committee may be voted on in the Senate if allowed, a path conferees reportedly favor. If adopted it would not settle the food bill dispute but move the issue to a separate vote. Prohibition readers failed to broaden the commandeering clause for distilled beverages.

Springfield St Aug 1 Under instructions from the war department Gov London will not relieve means of local exemption boards from service except in cases of the most urgent reasons. Members within military age have already been excused. Provost Marshal General Crowder says ample time has been given to present reasons for not serving and that the board personnel must be permanent. U B 23 Damaged Submarine Anchored At Port Spain
In Corunna Spain on August 1 the German submarine UB 23, a coastal type built in 1915 to 16 and 118 feet long with a 20 man crew, anchored in the roadstead with only its periscope showing.
