The Eastern New Mexico Water Utility Authority plans Phase 1 construction of the Ute Reservoir pipeline by mid July. The $14 million phase includes an intake on the south side, an underwater shelf and tunnel, pipes and concrete with no pumps or withdrawals. Legal challenges seek to halt current and future work.
