Sheriff Garcia shoots fatal gunfire during EMS standoff

In Tucumcari Osteen brandished a firearm at EMS and deputies. He was shot by Sheriff Garcia after firing at an officer and medics. Osteen died at the scene. Garcia was medically cleared and no charges were filed per a state DA letter. The autopsy cited a 0.212 blood alcohol level and multiple gunshot wounds.
