Negative law and authority in scripture and state power
Gordon Runyan, pastor of Immanuel Baptist Church in Tucumcari, argues that scripture operates as negative law limiting government power. He contrasts it with positive law aimed at broad safety measures and criticizes overreach during the pandemic. He cites Romans 13:1-7 to frame government duty as guarding against actual evil.
